EXAMPLE TIMETABLE FOR RULE MAKING

October 31, 1997 The Wildlife Resources Commission (WRC) receives a written request from the Town or County for a no-wake zone along with a Resolution, maps and application form.
November 3, 1997 WRC staff sends the request to field staff for evaluation and recommendation.
December 1, 1997 The WRC receives a positive recommendation from field staff.
December 8, 1997 Staff files Notice of Rule Making Proceedings with the Office of Administrative Hearings (OAH) for publication in the N.C. Register (NCR).
January 2, 1998 Notice of Rule Making Proceedings is published in the NCR. This Notice must be published 60 days prior to proposed Rule text publication.
January 7, 1998 WRC approves text for hearing.
March 11, 1998 Staff files text of new or amended rule with OAH.
April 1, 1998 Text of Rule changes published in the NCR.
April 16, 1998 Earliest date for public hearing.
May 15, 1998 WRC adopts rule (as temporary and permanent).
May 20, 1998 Staff files temporary rule with OAH Staff files permanent rule with Rules Review Commission (RRC).
June 1, 1998 Temporary Rule becomes effective.
January, 1999 General Assembly convenes.
April, 1999 Proposed permanent rule becomes effective on 31st legislative day and replaces the temporary rule.
